You know . . . the law is pretty simple to understand,  It isn't illegal, unless you get caught,  I said to myself, just laughing,  I've got to do more toward spending my money on my own R&R (rest and relaxation) if I am going to appear like I fit in.  I'm going to use my little pocket change, to play, gamble with other peoples security, and excite things just enough so that children will feel this is the most important thing in life, I'll promote no economic prosperity,  but to prove it works, in a system of people that unite in this way.  As long as I have rules and regulation, as the enforcing power, I can turn my efforts to understanding ordinances that benefit this lifestyle, it sure will be easier.  I don't even have to do it!  Instead of wasting money on mowing my yard, I'm going to build things I can enjoy with others.   And knowing the law is backing this sentiment using a strict rule of ethics toward a code of conduct, I guess I could appeal to everyone, to join in and spread the cheer.   This is the most important thing in life, is how I interpret popular beliefs, to be understood in today's practice of what's going on.  So, to all that care, Please disregard the last 3 years of sleepless night work on the ensuing pages, as I have a new way of thought.  Pay absolutely no attention to what others think, and use all your energy to just having fun down at the Park, and Community Recreation centers,  I'll try spending my income on more important things like proving having fun comes before work or chores, and that this duty before obligation is a better theory in that it provides protection in a whole lot of lazy ways.  So I mean no disrespect, if you find me lax in my hygiene, its just that I don't feel bathing or washing clothes, is the popular guideline that is being promoted in Victoria, Texas, anymore.  It's nice to know that I can revert back to childish ways, and the LAW will support it.

That belongs in private enterprise, diversified through organizational contribution, if and when, at all.

I daresay, that there are many who are tired of the hypocrisy of the
Church and it's need to try and force it's tenets upon others. And although, to point out the obvious, there still separates a motivation, between us, to bring us to the point of a combined effort, to where this misrepresentation, is not an achievement. Perhaps if the charitable, were not to be conceived to be a religious experience, as a direct benefit To City Convenience, the establishment of community based individual goals could redirect in the gathering as membership to groups, a true reflection in each our faith, as to be perceivably worthy of organizational efforts, to directives, and maintain the hopes addressed to this concept, thus overwhelming invitation to delinquency. In other words, one committee, should not overshadow, any other, but unite in achievable and rational production. It would seem there would be reliability in the hands of
the presiding Tax Assessor Collector, IF it weren't evident,
the fact of underlying pretences established to preset the
differences in accountability that, ones future, won't  be dependent,
on others actions, are being obsessively misrepresented.
Is not deception, and into the oppression, gainful aggression to
deceive the public trust, through negligence. I believe, that is as
two sided, as the Citizens of Victoria, should be presented.
In the misfortune, as happened during the evening that Rena Scherrer,
won the election for Tax Assessor, she had been drinking immediately
upon learning of her win, when she decided to pull into her Aunt's home,
Gladys Holy, and my fathers, at 2902 Kipling, when she realized just out of neglect,
I still wonder, or was it the alcohol, that the 4'x8' plywood
billboard that was used to promote her campaign, took a head on into the
top of the carport. Getting out of her pickup, she was driving, with a brusky in each hand, only ecstatic, about her win.

Ever since, I have pondered the wealth of this posterity,
and attributed it to a lack in superficial gain. When after knowing
how I had been demeanor ed for the slightest imperfection, this instance,
of wreckless ness, has gone forever, unresolved, passed my Father not, nor I, but to the forgetfulness,
in sight of this, I must protest this disgusting, showboat of authority, again,
and its promotion as a continued misuse of power, overwhelming the
instance into attributable complexities, that should develop, upon the release

I suggest you pay close attention to the matter of the Disabled Homestead Exemption. Please refer to the D.A. office in regard to the statutes on why I am allowed continued residence, and the fact that I am 100 % Totally and Permanently Disabled. I suggest that you thoroughly review the entire web site, and return a recommendation, for a follow-up, in which it satisfies all, not a one sided legal affair within the enforcement division. I will bring in the Americans with Disabilities Assoc. and the United Civil Liberty Assoc. if the fairness is not represented with mutual respect. In doing so, you will find it convenient, to read the pages and view the videos, without taking the external links, to expedite, the contents.

Please understand my sentiment, as a rational concern for furthering the need for representation on Property Rights, Taxes, and the continued disregard for management. I am continuously dismayed at the attitude of resentment, and possible retaliation, reoccurring from the Appraisal District. I have filed proper affidavits and forms with the County, what they do with the forms, once in their possession, I am not certain, nor should I have to be. It is their responsibility, not mine, to keep track of the err of their ability. I am quite capable of providing information, and I see this proceeding further, without mediation, as immediate grounds for reprimand of the County of Victoria Appraisal District.

I further request, an inquiry, as to specifics, on any forms, they require, which they no longer have, and in regard, I will furnish them with the completion of such forms once AGAIN ! I have no use for arguing, nor will I hesitate to file charges at the 1st threat toward me on the misuse in my ability to determine a threatening situation. I will protect my rights as a property owner, as determined by the Disabled Homestead Exemption, I have had to file twice before already. I see this repeated attempt at a lack of formal documentation, as another unsubstantiated, misrepresentation, applied by the Appraisal District to discriminate. The Federal Government, states, that NO person, being 100 % Totally and Permanently Disabled, in which I qualify, can be forcibly evicted, nor can lien be placed against said homestead, in lure of collection of back taxes. I resent the attempts, currently being made, and I further more, protest the enforcement of legal action, and I am referring this statement, to the Governor of Texas Office of Disability, for examination.

I would consider it appropriate, if a compromise from the Appraisal District, could be presented, but not adequate, to relinquish the anxiety, they cause. This being the reason for involvement by law enforcement, on my behalf.

I respect your intention, and right to do as you perceive just, as you should likewise respect mine. Please provide a condition of proof to avoid the payment of taxes, as anything other than discrimination or the ability to commit to compliance, within notification, not as avoidance by me, but the disregard for accreditation of the attempts, previously made by me in filing my Disabled Homestead Exemption forms, as non represented, and compromising my safety. Adhere to policy of warning of this and my further intentions to notify State and Federal agencies in regard to the misrepresentation. I expect your full cooperation, until such time, the Appraisal District recommends procedures for their intention to become in compliance to rules governing the entrapment of the disabled, and compensation in the form of protection, by furthering the statutes that are built as the foundation to remedy mistrust, in this guidance, and provide adequate assurance, by examination of regulations for taxation of Disabled Americans, and following up with a feasible solution, for the Rights of Texas Landowners, as Citizens, and value as us as being worthy of equal, and considerately compassionate, about our future and well fair, in this regard.

Happiness can actually be one of the most reactive emotions because we tend to spend our lives waiting for things to happen that will make us happy:  “I'll be happy when I get promoted”, “when I have a boyfriend”, “when I lose the weight”.  This is such a flawed belief system.  "

Waiting for any external force to awaken our joy and happiness is precisely what keeps us lacking in joy and happiness.  Happiness is a choice we make and must continue to make repeatedly. 
But what do you do when the conditions of your life aren't exactly joyful?  You, “fake it till you make it!”  In other words, if you can't find the strength within, awaken it from without. 
Let's remember that it's our five senses that prevent us from being happy 100% of the time.  Studies have shown that if someone describes a scene to you and you imagine it, whether or not you see it with your eyes, the same areas of your brain are stimulated.  The brain doesn't care whether it happens in reality or not.
Similarly, when you smile, it doesn't matter if something is making you smile or if you're just smiling for no good reason - the result is the same.  When the muscles in your face contract, endorphins are released into your blood stream, giving you that good feeling we all long for…happiness!  Whether or not the smile is caused by the sight of your lover or because you're holding a pen in your mouth like a bone (try it out for yourself), the body perceives that you are smiling, and it does its part.
Remember, practice makes perfect.  The more you put yourself in the mood, the quicker you'll be in the mood.  Enjoy this week and take a minute to smile at someone!

Q:When is the city going to spray for mosquitoes?

A: In the last few days we have been experiencing numerous instances of mosquitoes around Victoria. The mosquitoes are small and seem to bite around your ankles.

This is characteristic of the salt marsh mosquitoes. They catch the prevailing wind from the coast and invade Victoria. These pesky mosquitoes are very difficult to control.

We are monitoring the situation and will spray the city when weather conditions allow.

Q:How do I apply for the parks commission or other boards for the city?

A: There are numerous opportunities to volunteer your time and energy on several boards and commissions.

The parks commission is an advisory board to city council. Commissioners serve staggered three-year terms and may serve only two consecutive terms due to term limitations.

and I hope to have the required paperwork returned to the City Secretary,
for the election official to review, on, or at least by the first of February '10.

I understand there is a filing time schedule for the council positions, I am
going to initiate the campaign with an early listing, due to the possibility
of changes occurring within which the official time within to file is likely to change, due to the petition
of Citizens For Concerned Government states, could cause.

I will be filing for candidate to the office of Mayor of Victoria, Texas.
My campaign will kick off this February 2010, for the election in March of 2010,
when the current term for Mayor is due to expire.

Victoria school district rated academically unacceptable

The problem with VISD lies in the ability of it's faculty to gain and keep the attention in aspect of spatial relation.   This is not a parenting problem, or a student problem, but a Teacher ethic ability.   It is in their training curriculum,  their very institutionalized training (such as a Law Officer) that this be of the highest priority toward all students.    If a prospective graduate for a degree in Education does not exhibit a profound understanding in trait of example in final submission to the certification department board members, they are non-certified to teach.   When is the last time our local teachers had to re accredit themselves by a legitimate authorized board of education?     Perhaps many have been paid off or had to sleep with a board member, to be less specific, Victoria parents, you should group up and gain legal advantage,  the stifle stenches of organized City Wide corruption, because I know university existence, and I know what most majors must accomplish academically to profess the faith of the experience in educated ways to be State accredited.   Teachers in the Victoria Texas School District are the ones needing severe disciplinary action.    Not the parents, not the students.   Teachers are the source of information. They should be held accountable.   There is absolutely no excuse other than their lazy ass lifestyles, merging toward their own independent freedom, causing the poor grade of quality in the VISD School District.    The worse though, has yet to come.    What is the underlying cause.   Someone should start paying ATTENTION !

This ditch is the responsibility of the City of Victoria.  Classified by the City of Victoria Planning Commission and categorized in the City Charter as a Sewer Waste Water Overflow Drainage Ditch.  Maintained by the Parks Department.  The City Charter ordinance reflects, nothing less than the City of Victoria's insecurity, in that code exception allows maintenance within the Cities convenience.  If you doubt it, review the Original City Charter, yourself,  and check out this exception.

High Grass and Weeds - Grass/weeds over 12 inches high are a violation of Victoria City Code. Property owners and tenants are responsible for keeping their lawns mowed and clippings cleared from the adjacent sidewalk and street. Written notification is sent to the property owners or tenants who are allowed seven days to mow their property. If the violation has not been corrected after the time has elapsed, the city will mow the high grass and weeds and send the owner an invoice. (City Code, Chapter 10-41)

Everyone knows its' the City of Victoria that is offensive!.  I've got evidence and reason for concern,  you've got excuses.  The State of Texas Human Resources Department also requires that a health nuisance (such as your ditch) not be continuously disregarded, which you have done for decades .... You are', Criminals/Employees of the City of Victoria, posing as Public Servants, instigators of unnecessary anxiety and stress upon the citizens, and the only real actions you've ever concerned yourself with, is who's covering up what!

The City Manager of Victoria, Texas has stated that it is a matter of equipment & financial problems for the City.  After I stated the lack of concern and disregard we've received from the inspections departments,  I requested that we not be obligated to deal with them any further,  the City Manager, Mr. Charles Windwehen, has inadvertently decided to do nothing but.  Now we have the same situation, the head of Inspections (Trevino), acting on behalf of a request from the City Manager, has made contact by phone, after I clearly stated to the City manager, we have no further intentions of contact with the department.  I have repeatedly tried to reach the City Manager, and after numerous failed attempts to get him to return my messages, all I get is a return call from inspections.  Is this how our City Manager pays attention to detail?   The Parks Department is in charge of the mowing, and yet with the baseball field improvements at the Community Center Annex and many other City designated improvements, even considering a BMX Bike Track, A Spray Park, etc. etc ...  we are still left beside our self in disbeliefs & disgrace.   Why does this continuously occur?   The opinion of VictoriaTexas.Org is that there is a serious lack of communication & management skills within the City of Victoria.

Try getting a proof reader, big shot City Officials.   You say my ditch again, when at least the residents here, can hardly forget, whose' ditch, it really is.   Try our ditch (City).  You just get the taxes, we own the problem. Not hardly fair, but your math is better, if you say so!  It is obvious, that the City Manager, is not showing the remotest interest, in the actual violation, as he tries to imply our duty once again, ignoring the Heath issue we've protested.   He doesn't even recollect, that this ditch is a City responsibility, as classified by the City Charter, and continues with out regard to reference, of our heath or safety.  This has become the most common excuse for the City,  always claiming later, that they weren't aware of the actual ditches classification.  The same excuse, still, time after time, year after year.  It's time I slapped a little relevance to the impending reclassification of the position in office they hold, by getting Washington DC involved.  They can start explaining their habitual errors to the EPA Administrators.

After years of numerous complaints to the City Environmental Department, & City Manager, to take control over the dangerous situation of our Health & Safety, in regards to the rescheduling of the ditch maintenance, the residents of Clay Dr. are still being disregarded.   When all we ask is assurance that we will be able to go & get our mail, or walk in the front yard, without the undue worry of snakes from the City of Victoria's ditch.  Retaliation is all we've got. in exchange.  The reason we feel it necessary to involve the DA's Office, is because of the promises that have been made to commit to make the effort for better maintenance, repeatedly revert back to a lax, practice of healthy & Safe maintenance.  This has also been brought to the attention of the DA's office for the past several years, but I'm sure that, because they probably spend time with a full schedule of prosecuting dangerous people like me (hah), they just haven't had the chance to oblige.  I'm sure they will, when they get more time!

City Council, you now have the same reason for concern as we have, you are obligated as the responsible party.

Yeah? ... AH-HUH    Environmental Services surely needs their bathrooms remodeled at a cost of over $5000,  just to name one of many in the continuing schmuck for brains excuses.

You are hoarding income, & not applying tax funds responsibly.  We mow our yards, and pay property taxes, as well as a $0.0825 sales tax to you for some reason.   This 'IS' Your ditch, City of Victoria, and it is "only" our responsibility to inform you.  This ditch, is officially the City of Victoria's responsibility,  and we are tired of babysitting you, by calling and asking that you cut what you dictate yourselves, is your responsibility.  The lack of control over the obligations, the constant disregard, to your duties is evident, in that we have been susceptible to your neglect.

It appears to me that under the PRESUMPTION of CORRECTNESS the government can get away with a lot UNLESS we DENY/DISPUTE/REBUT the many PRESUMPTIONS & INFERENCES they use in their FICTIONS OF LAW.

We would like to know why the fore-father strengths can not be be present today, and the Ordinance examined, instead of an attitude of resistance, and ignorance, very unbecoming, and as what we see of Victoria's future, the waste of tomorrow, instead. Victoria, is just to ignorant now, to perceive value or justice. The City has until 2012 to comply with State Of Texas Rules & Regulation in regard to the newly established MS4 Standards. We can't even begin/NA to fathom the depth of reason their need for hesitation or why it is so delinquent in their habitation.

The City Engineers are inattentive, we're RIGHT !  And we are prepared to prove it further !    Your inconsistency is EVIDENTLY not apparent  to you.   Not only do you lack, Heart, you don't have the intelligence to justify being comparatively capable or remotely interested in negotiating correctively, your obscure  oversight, repeatedly reflective of your strong arm, gun toting, law enforced self righteousness .  And I am 100% permanently & totally mentally disabled - ha,  I wonder how you should legally be classified in the IQ, quo status ... -huh .   We should not have to be watchful & defensive of you,  you are inconsiderate, and disrespectful, and inappropriate to be in a position of securing anything, City related.   You need to quit placing the blame of your shortcomings, on people like me, and become accountable.  If necessary, I will represent this in Court myself.  Oh',  I'm definitely not stupid enough to do it in 'this' Cities courtrooms.   Get yourself prepared,  big City D.A.  I'm slowly losing my patience in dealing with you.   And I'm definitely not going to do your work, while you get paid for it.  Your expectations of people coming around to that way of thought, is wrongful in your reasoning of the law, in any natural circumstance.  Quit protecting us, from YOU !  You, being a mockery of Government, in every sense of the term.   Just ask ANYONE, who has lived on this street, in the last ten years !   City of Victoria - Conniving & Deceitful, You are Criminals, caused by your LAZINESS.  Lady Justice is blind, only in the amount, which you fear her . . . conclude it yourselves.      I'll satisfy her, if you'll politely get out of the way !

VictoriaTexas.org  February 14th 2008  The City of Victoria's, Office of City Manager letter is unacceptable.  Maintenance on a "quarterly basis, at best", is in serious oversight of the ordinance to the City Charter. I will estimate, that when the City of Victoria, learns of our Formal Complaints against approval of a newly required State of Texas permit application RESOLUTION NO 2008- 4 R , they might just recognize the need for an adjustment in the allocation of funds,  they are liable to lose all Federal Funding, if they fail to commit to an acceptable maintenance plan.

Whether the weeds are growing as fast during the cooler months is of no issue.

The Request is for the Ditch Schedule of Maintenance be on a once a month (no more than 30 days apart) basis, with no exception!

A re-evaluation of the Ditch maintenance schedule & written assurance to us, is all that is necessary, to change our opinion.  The site will remain until such time, the assurance is acceptable.  I apologize for this sites  -hopefully temporary appearance-  And assure you, that pleasant pages will replace these, in due time.

It should duly be noted, that I have built my residence solely myself in detail of every scope & aspect, from a vacant lot, entirely without any effort whatsoever from anyone, with the temporary exception of a hired tractor, and the City taps, which were tied in by a State of Texas licensed plumber.   Including culvert, from design & elevations, I have done every plumbing connection, everything electrical, from installing the weather head to finish receptacle.  I poured the slabs, by myself, framed and constructed all the buildings,  by myself and the 40'x32'x7' deep tank, was dug by shovel, on weekends and after work, that 100' garden is rowed by hand, every season with a common hand rake.  It has withstood hurricane & 12 inches of snow, and I live here.  I still do all my contracts, myself, with an occasional helper.   Currently, I build my own HotRods, publish 120 + web sites, and maintain numerous rental properties as make-ready for an associate, etc . . .  Just take a look at Victoria's, 1st LEED Project Home, and my contracts as well on the HowTo page here.   I do these jobs alone, including design drawings & permits,  so, what's' Your excuse for the meaning in your ridiculous accusations, in the guest book.   Are you not able to comprehend, that I, VictoriaTexas.org am within my right, to be able to want to secure the safety of my loved ones, without unjustified contempt from the City.  THE DITCHES HERE ON CLAY DR.  ARE NOT THE RESPONSIBILITY OF THE RESIDENCES PROPERTY.  WE ARE NOT REQUIRED TO MAINTAIN THEM.

How dumb is it ?

     I have been too easy on them, for way too long a time now, giving them every opportunity to correct the ongoing health hazard.  I have published  VictoriaTexas.org  for nearly 3 yrs. now, with no concern to the City in regard to mediation.  The only thing I find dumb, is why I ask myself, do I give them every chance to clean up their act, when they continuously cause me a problem staying motivated.

This Mothers Day 2008,  my next door neighbors son paid a landscaping crew to mow this ditch as a gift to his Mother.  Not the yard, mind you, just the ditch.  Now I don't really care anymore if anybody else in Victoria gives a rats ass, or they have a vacuum of feelings in their blood,  this kind of un-necessary display of carelessness that I have witnessed in my lifetime, just justifies my love.   City of Victoria ~ you have increasingly devalued our properties, you have humiliated us by your arrogance, and you have aggressively instigated stress in our lives.  We refuse to become like you,  and we need protection from you.  There is no cause for mankind's mockery of the citizens in this way.  The City of Victoria, Inspections Department, Parks Department, and all the team of management controlling our city, is wrongful in its deployment of tactics, and it disgusts us, when we have to associate ourselves with you.

I am trying to help, - my 3 elderly disabled single female neighbors, and myself.  I've done these ditches for years, It's high time it stops, especially, since it is the City of Victoria's obligation & responsibility, as ordinance in the City Charter.   If they are intent on having a 20' wide ditch, with 51 + 78 degree slope on the residential property line, 4' deep, 1200 ft long, in front of our residences, they better keep them presentable, or get out of my way.  For the duration of my Lifetime, I am charged with the inability to understand you, and you can't figure out why ?

requiring government authorization.  It should include the implementation into bylaws and procurement of policy, public accessible documentation, technical illustration and references for procedures to strategy & a complete listing of processing guidelines.

(example:  an efficient rainfall collection system inspected by electronic monitors for impurities )

*note ~ there is no efficiency in a system that costs as much or more than a home to install

If everyone would pitch in, we could all accumulate enough to excite

a proposal, it is a better plan, then repeatedly donating to the retirement fund of State of Texas law officers.  I haven't seen were that's gotten me anything but entertainment....

Always on the RIGHT Track

Sometimes excuses are made in behalf of consensus ( which is popular choice, misrepresented using the term, Demand ) posthumously only as stall tactics, it is the basic avenue, as they say ........ of Politics. A pretty large issue, if you know what I mean ! Not many people at all, actually comprehend, the working knowledge, of this, and politicians*, take advantage of it. It was written of the time of the Constitution, that Government was not ever to be, superior, to the people, on authority of any issues. Think about what has changed ! When there are more want 'ta be 'politicians', than people, well, need I say more ? The compounding of innocents, into negligence by ignorance, has become . . . . Political $ PayDay . (if you address anything, other than the executive branch, your foot in the door, may just as well be an expression, if that foot, is in the back door, you are, wishfully thinking). Use aim, not crossfire.  Any person, can submit to public, a 'Formal Proposal' upon common choice, it is then, petitioned, & presented up the ladder of general worthiness. This is where you need lobbyers. IF, it reaches legislature, they will determine, if the Executive Branch, makes it law, if it is already law, the executive branches, just oversee, if that law, is in breach, by impartial ruling, but they just pass it on then, to your judiciary branch. So You vote for a big thing, in a person, is whether he is able to represent this position. When WAR, is established, it is by common consensus, up the ladder, with No hidden decision, there is procedure to determine, the priorities on course. Management, need be more in the peoples Heart, then in the accusations of the management, itself. Why do you think, I showed up HERE, in the 1st place? huh The only way I know, is how things work. And to undo, something that is not working, you take it apart, from the beginning, step by step, working backwards on the way it was put together. When internal workings are in consideration, it would be the objective, to uncover the proposition, that hides it. This is the work, itself. You will come upon, implemented regulations, hurdles of bylaws, then not to mention, getting enough attention, to plan for a strategy to the astray policy. Its all like a big magical puzzle, in a way. Very interesting in an educated standpoint of the way structural integrity is divided. You present the objectives or proposal to concurrent running of either or, new or remedy policy. From then on, it is up to how much it is supported. Now . . . Its easy, Go change the WORLD. Get the working people, to change the work, into a working schedule, on your principles, It's just hidden, but it is truly a treasure to behold the beauty in our people, as they observe/the workings of the Government/or they are involved, in more than just voting. (hint: you have to be able, to draw the prospective representative, out of the woodwork. Getting the interest, to follow your proposal, is just the KEY ) If your representative, is observant, he will pick up on your interest, and if it is justifiable, in time, it will come up for presentation, amongst the counsel of peers that deal with your suggested plan, and that committee, will either approve or deny, its passing up the ladder. It can lay around, or the implementer, can have it pushed by lobbyers. The Senate, is the creator, of the law language. Which is it's position in the records. Keeping track, of how much time, your proposal, stays where, is a very, very, important part, of the success or failure, &, in best interest, to all for reference of importance. Good Luck, getting your vision, to become more than an idea, fill the actions of peoples hearts, with good will, that moves them. You will vote this year, for the person, you think best understands this, and who is capable of motivating, within the most important seat of management in US structure, overseeing, business & religion policy into our seal of understanding. You back, what you feel, has the representation on this quality of management, because, although, all things in whole, may not seem correct now, in part, the seal of office, is and always will be, just as much, under your control. Management, is not for everyone to perceive as gainful as employment in government. Best business practices, is the underlying understanding, and at the heart of the committees that handling the objectives, as personal or business practice. These individual representatives, have numerous committees to deal with public, private business needs, and our management team, is a very responsible class of team players, and should be addressed, so that there is mutual respect for it as a government body. Use sense, when you take apart characteristics of each department head, do so with information, that pertains to management skills, the ability, is second to KNOWN ! You talk the talk, then replace it with the walk. The instance of politics is, that your words, are Your action. If all you do is vote, a hidden ballet, where, is your action ~ huh. Think. If you separate it with your words, then . . . . bring it back together with the skill and attention deserving more then lingering doubt, fill our heart with decisive action that is for replacing it with the answer. Doing nothing but objecting, is like, waiting for something wrong to happen, just to complain about it. Politicians, create answers, but they can not do it, without, Your support. This is what direction to management, is all about. It is not the number of black pages, with white writing, that brings about the importance, in as much is what is understood, into the meaning, by your heart. The difference in bias & blasphemy: a test of character, how about, THAT, as if we all don't know that the rule of the world, 'lies' in its' recognition! My salvation, has been "WORKING with" this.

CITY OF VICTORIA CONSOLIDATED PLAN AND STRATEGY NOTICE OF 30-DAY PUBLIC COMMENT PERIOD COMMENCING JUNE 19, 2008 The City of Victoria is an entitlement city under the Department of Housing and Urban Development Community Development Block Grant (CDBG) Program. As a result, the city receives annual allocations of federal CDBG funds for a variety of community needs. According to the National Housing Act of 1990, in order to receive such funding, all CDBG entitlement communities must write a five-year Consolidated Plan and Strategy (CPS) along with annual updates to the One-Year Action Plan component of the CPS. The CPS is designed to address affordable housing needs and non-housing needs within the community, consistent with the purpose of the National Housing Act and rulings issued by the U.S. Department of Housing and Urban Development (HUD). The Consolidated Plan and Strategy (CPS) are considered a five-year community development plan. Hence, this document serves as the blueprint for Victoria's community development objectives until 2010. The CPS contains a one-year action plan, which will be updated every year until 2010. Currently, the City has tentative plans to allocate its 2008-2009 CDBG funding in the following manner: Affordable Housing Programs: Owner-Occupied Rehabilitation Program [$372,227.43], Land Acquisition [$36,000], Rehabilitation Services [$11,400.00]; Code Enforcement Programs: Neighborhood Clean-up [$5,000], Demolition [$45,000]; Public Improvement Programs: Lone Tree Acres Sidewalk Improvements [$40,000], Lone Tree Acres Street Lighting Improvements [$4,251.98]; Public Service Programs: Neighborhood Youth Services [$2,700.00]; Program Administration: Administration and Planning [$104,675.59]. TOTAL: $621,255.00 Considerable effort has been undertaken by the City to draft a document which is accessible, comprehensive and informative for City residents and local public and private organizations. While every effort has been made to develop a readable document, the reader should be aware that HUD prescribes the actual order of presentation and the topics to be discussed. My example of the ditch maintenance schedule revision, is just one, in the many issues that follow up when government policy abides to democratize as it goes into its daily business of interpretation on guild lines for civilization.  A lot of respect is deserving to those amongst us, that maintain the ability to stay on track, through out the distraction of day to day events causing some amount of worthiness to be amplified, and the intelligence to understand its needed direction in the management of City authority to obligation.  Get in line, back on track in the soul, and stay on course, City leaders.   That's all that is asked of by:  VictoriaTexas.org

Has Victoria criminal district attorney Stephen Tyler gone too far with the indictments of 4 top level officials (the mayor, the police chief, a police lieutenant and the recently dormer ed city D.A.)  this May 2008?  ~ huh

    I don't think in all fairness, it is quite the correct question. 
Maybe you challenge the question of his presence, or lack of,
but in equal debate for both, isn't it quite possible, that the
irony is not hidden to everyone, whether he is busy, but what
he is doing, & whether it is of gainful importance where societies
safety is concerned, and to what extent, this will be accomplished,
and justified as that.  I'm sure we could all figure out a reason or two
in both direction.  In becoming contrary to popular belief, he must
recognize this fact.  We could misrepresent many things worse,
in our own perception.  Because there isn't the felt enthusiasm
for justice, divides the innocent from being presumed guilty.
The lack of faith in what is real, being hidden, signifies that the
evidence is just that, lack of faith, not dismissible by the
evidence being re-interpreted and misrepresented.  Such is the insecurity, or his lack of presence, to confront the public for just this very reason.

WHY ~
      Not for an injustice, but to dispel the misconception that he is not accountable for public welfare, by securing public scrutiny to contraire, before hand, as usual, public notice of some attempt is the policy, as was, but to no extent did it complete without doubt in the mind, what the policy was for replacement of City Council, and Law Enforcement while doing so. Inadequate procedures through out have just left for decision, what could or
would happen if this occurred, in an attempt to get public opinion, more or less. This is misrepresenting public awareness, and construable as flagrant misuse of insurmountable evidence. In justification, to hold none accountable, by the action, he hoped guidance as the vision of the grand jury, is presence enough.  No, you have to grasp that what correlated was a more profound interpretation, and never let public weariness, become judgment for it. He may have perceived this the case, but did nothing to hamper the implication he presented as our own dirty laundry. A timeframe must be presentable, and a key for public vote, that wouldn't be perceived as evidence of guilt should have been presented with the indictments. Slow, but sure, do the clocks hand turn. Unlike a little assurance, we can be responsible.  There is nothing like presuming guilt, when its placed there in doubt, because there is no one to provide the necessary public statement. Even if the City Manager, and every Council Member were under suspicion, the assistant DA Risley, should have had the integrity, as advisable by Tyler the DA, to inform the public thoroughly, instead of expecting to avoid scrutiny, or replace it with the DA's office affair, multiplying the cover up of oppression, in hope of securing public sympathy. As I tried to tell you all before, a pretty good size shindig, could be at the cost of public response,
everyone accountable. a numbers game. This is the misrepresentation
that is perceived, and the very injustice, in the deployment of tactics
and an informal invitation to trouble from, non other, than Tyler.
Whether it is the intention to send the message indiscreetly, is not only presumable, but very real, in a message that anyone who can maintain any leadership skills, should step forward now and become a part of public consensus. If you talk the talk, then replace it with the walk. Attention has long been needed in Victoria, on this issue, it won't ever be this
hard, to understand, what happened, because the experience should prevent us from repeating it. Who's voice was not heard, it was said, & no one represented the people.  A bigger investigation is needed, is what Tyler said, so true, let us begin to investigate possible candidates for replacement in City Offices, without hesitation. Who can do this, WE CAN! We petition the City Counsel, to open the agenda, if it it is dismissed, because
it is for public vote, we must be given a complete reason, if denied without due process, we should call in the FEDS. I believe Tyler is trying to let us know, without throwing in the towel, the soap, and HOT water. Privacy ~ ha, its' in the transparency of the message.  I say to Victoria: You Know, without having to be told, what you NEED to do.  Remember this, it's only your responsibility, when you know something should be taken care of
and it's not. ~ Patience ~ Is that someone should determine, that if meeting half way, doesn't present the most if it. Quite frankly, I feel the man could use some rest, after what he's maintained. His ability to be calm, & quite, it isn't cause for suspicion, more at collective anxiety, trying its best to maintain control, over a dilemma, while research for policy
can be acknowledged, keeping in mind, the info he seeks, is in the very hands of (X amount) of system. I think requesting that the City Council, be petitioned for an agenda to public vote for new members, might not need completing, but it will open the door to relieve the immediate pressure (in a satisfying way the insignificant other), will have to face facts. Or/And the truth of the oppression, is better known for how much, and who. Personal value, for yourself, not for what, where or who you know, is in the conviction of a heart, and a generous one, tells a fair tale.

How Stupid Are We?  It’s a new book by one Rich Shenkman, the latest discussion about what I consider the principle reason for the death spiral decline of the United States .  Shenkman reports such statistics as that of only two in five “Americans” (it says a great deal, just that, that among the fifty-nine nations in the Hemisphere, U.S. citizens call themselves “Americans,” and their flag the American Flag) know there are three houses making up their government.

And, no –“houses” doesn't mean buildings.

During the years I warred with the U.S. and its avatar, the IRS , I traveled the nation from coast to coast and border to border.  More, triggered by columnists like James J. Kilpatrick and beginning with business trips in 1978, I conducted impromptu, just out of curiosity, surveys in malls about the nation.   Carrying a clipboard holding a sheet a series of questions prepared by myself in advance, I inquired about the same things historian Shenkman did. 

It was the figurative “eye-opener,” let me tell you, things like forty-nine percent of Americans think the president has the lawful authority to suspend the U.S. (or other) Constitution.  And, as Shenkman also reports, “...millions of Americans simply cannot fathom the twists and turns that complicated debates take."  Hell, most are so stupid they can’t do even fourth or fifth grade math in their heads, and I could find not one, single person who knew how to provide for a fair result with a biased (comes up heads, say, more often than tails) coin.

Logic questions like, “If you drive a one mile distance at forty miles an hour, how fast would you have to drive it a second time to average sixty (or eighty) for the two trips?” drew laughter, puzzled expressions, no answers, and wrong – without exception, incidentally - answers. 

People recognized Peal Harbor as a shampoo, the Battle of Yorktown as an event in the Civil War, and General George Washington as the victor in that war.  Shown a paraphrased version of the Bill of Rights, seven out of ten people who had any idea of what it was thought it was the Communist Manifesto.  Just about everyone interviewed, however, was sure the Constitution guaranteed every citizen an education. 

After settling in Texas , and having acquired access to the Internet and its talk forums, I renewed my practice – still curious, I guess.  In 2001, things had grown much worse.  Persons contemptuously certain concerning conspiracy having to do with the attack on the World Trade Center proved to know utterly nothing concerning the science of the controlled demolition all thought they saw.  Not one in hundreds had any idea of the logistics of such a demolition – how many feet of wire, how many switches, how many charges, how much explosive, what kind of explosives, or how many men.  None knew how to calculate the overpressure (few recognized the term) of any given explosive at any given distance. 

People who insisted that "the building fell at the speed of gravity" (umm - at what speed should it have fallen?) had no idea how to calculate debris velocity at any point in time.

None could explain how their alleged mining of the buildings might have been done without anyone having noticed or remembered noticing.  All, nevertheless, were certain not only that the building had been brought down by explosives, but they knew the government was involved.  The president is an SOB and liar, so he must have arranged for this (have I mentioned fallacious logic yet?).

Persons vehemently opposed or supportive of the assertion that man and his activities are responsible for global warming knew nothing about any of the factors in atmospheric warming.  They could not compute the Coriolis Effect at any specific latitude and longitude, had no idea of how to compute oxygen transfer for oceans to atmosphere, and likewise had no idea concerning how to relate carbon dioxide and accumulation of moister in a closed space.  Many – most, in fact – couldn’t identify the Gulf Stream (a couple knew there is a jet plane so named), the Japan Current, or El Niño. In every instance, the person arguing conceded at length that he had no real idea how to relate carbon dioxide levels with atmospheric warming (some argued that the planet has been warm before – check the logic of that one – or that plants love carbon dioxide; ditto the logic).  Posed Pascal’s Wager as a solution, not one person understood (do you?); neither did anyone so much as recognized Blaise Pascal - or his “wager.” 

Pressed to justify their often vehement opinion, “Americans” cited one or more celebrities – persons about whom they nevertheless knew piteously little.

That, by the way, was the case in more than seventy percent of the persons with whom I debated.  Examples of my debates can be found, incidentally, on Truthout.com, AlterNet.com, Useless Knowledge.com, and several more.  My own www.judoknighterrant.com archives contain more examples of the U.S. style of debate.  Steel yourself for a barrage of scatological language and scurrilous and lewd invective – once you have given your opponent in debate a lewd label, especially if you believe those sharing your vacuous opinion will laugh, you have succeeded in proving your point.  Debate U.S. style, after all, is about entertaining oneself. 

Several letters were like the one here on the Advocate I chose to answer some time ago – ten or so column inches of argument ad ridiculum, not a single statement logically valid (the debate on global warming, a long and tedious one by any criteria, has been made worse by the fact that there has been virtually no rule of logic left unbroken by proponents of continued pollution).  A fair summation of the argument by persons like the gentleman in question is that we don’t know what is causing global warming (some still argue that the atmosphere is not warming), so we shouldn’t change anything we might be doing to warm it. 

The guy whose blood pressure keeps climbing, and is waiting with all his supposed friends to see if it gives him a stroke or heart attack.  Really brilliant.

And symptomatic of a nation being “dumbed down.”

Today, proponents and defenders of the war in Iraq have no idea what I mean when I refer to the Tactical Numeric Deterministic Model (the mathematical formula by which military tacticians compute the necessary logistics – troop strength, weapons required, tactics, and the rest of operational considerations including duration of fighting and outcome – of a military operation.  They know the invasion was a good idea, though.  They also know that “the surge is working” (tell a real general in a war that a lull in the combat means what he’s doing is a good idea and correct, see what he says).    

Neither could a single one of my detractors in debate concerning Iraq tell me anything about the nation (quite a few couldn’t name the countries bounding it), name any of its principle cities save Baghdad , or tell me anything whatever about its principle religions (what are they? – without “Googling”).  None knew anything about Saddam Hussein, except that he was a butcher who had killed hundreds of thousands of his countrymen).  They knew that because the media now arguing the pros and cons of U.S. invasion said so. 

Asked how it would be possible for a president with access for years to intelligence from Keyhole spy satellites capable of identifying object six inches long, mapping underground rivers, and the like – all data with which the media was replete with information decades ago – could have been unaware that there were no “weapons of mass destruction” – no one could define that expression, debaters responded with fury – and, of course, insults.  When I pointed out that in order to build ballistic or guided missiles, produce poison gas or other biological agents, one needs a factory quite a bit larger than a garage (certainly bigger than six inches), I set off a barrage of fury filling pages and pages of computer monitor screen.  The same was true when I noted that hauling the munitions, whether missile or whatever, into the country would be just about as conspicuous, I only added a blizzard of certain imprecations to the Internet site. 

Next, we have the issue that is illegal immigration.  Require approval from a logician in order to advance any of the arguments being put forward by proponents of illegal immigration and amnesty for illegal immigrants already here and you will have caused a thunderous silence.  Not one of the major tenets of these proponents is logically tenable (a few days ago, one such debater snarled that “logic has no place in (this) debate;” true to his word, he did not sully his argument with a single logical remark). 

Unfortunately, what can be said about proponents of illegal immigration and amnesty for immigrants already here illegally is nearly true of those in opposition.  You can’t even get the arguers to stay on the same topic, once debate has begun (pretty much the same where any other subject is concerned, however).   When illegal immigration from Mexico is the subject, prepare yourself for the ad nauseam fallacy – endless repetition of the same, hackneyed slogans (a native is one born in a country, and we are NOT all “immigrants”).

Of all the illogical statements and arguments that have become the hallmarks of discourse in the Land of the Stupid is the one logicians call argumentum ad populum – preaching to the choir – and argumentum ad numeram – “everybody knows.” These nitwiticisms usually accompany ad ridiculum.  Everybody at the party has a good time, but everything they think they now know is wrong (see how we’ve come to be in the pickle we’re in?)

A case in point occurred here just the other day.  When my letter to the editor concerning in situ leech-mining was published, a group writing here on the Advocate website had a giddying gaudeamus.  Nope – not one, single logical word.  Somehow, I was cited for belief in UFOs.  In an almost classical non sequitur, one of my detractors asked my opinion of something called “Dihydrogen Monoxide” (danged if I know, "CG23Sailor" – but what does it have to do with in situ mining?). 

Another, “EnvironmentallyCorrect” somehow found it “clear” that because I reported a dosimeter reading of one hundred twenty Roentgens, I didn’t “understand how to read his meter” (thus proving, incidentally, that EnvironmentallyCorrect doesn’t know what a dosimeter is). “Correct” went on to point out that “120 Roentgens is 300 times more than a reactor worker is allowed in a full year working at STNP” (sic) – which was my point, exactly (stipulated that “Correct” doesn’t seem to know a hell of a lot about rad – Radiation Absorbed Dose [water could emit that kind of dose for a year, and as long as you were never around it long enough to pick up “dose,” it would be meaningless] – measurement, or Rem – Roentgen Equivalent Man – biological effect of a given dose).

Of course, to anyone truly knowledgeable about the subject, it will be obvious that none of my detractors knows anything significant about radiation, dosimeters, in situ mining, logic, or debate.  That, you will note does not impede their ad numeram gaudeamus (look it up, guys – it should be somewhere on Google). 

“Correct,” by the way concluded that “Hal is NOT QUALIFIED to read a water meter” (what one has to do with the other he didn’t explain – actually, most people would find a water meter the more difficult), and lambasted the Advocate for publishing  “such bold, outright distortions” – begging the question, in other words, just a little (that one – the logical fallacy, I mean - is known as petitio principii).

To continue, “digalitldper” proved himself a bewildered detective when he inferred from what I had written that I had “…worked for a X-ray contractor, ran the element out too far, picked it up, felt it was warm, and has been carrying it from house to house using it to heat up his water to reduce his utility bills.”  You’d have to read my letter to the editor to follow that, but don’t count on it.  The number of logical fallacies entailed in that little epigram is sufficient to make a trip to a website on logic interesting and profitable.  Oh, and by the way, “did” concluded with a cheery, “Way to go Hal!!!” 

Thanks, buddy – I needed that (NOT - “A wise man’s censure may appall, but a fool’s praise is worst of all”).

An Advocate reader identifying himself as "DrWeiss" concluded the collective diatribe with this (remember the topic is stupidity and the logical fallacies so dear to the stupid): “If anyone would like to know what type of man wrote this article, please read the following lawsuit. This guy is missing a few screws upstairs. Not to mention wasting tax payers money on ridiculous claims. Read #37. I almost fell out of my chair laughing!”

If you’ve been to a logic site as I suggested, you will recognize several.  First is the ad hominem fallacy.  If I were Adolf Hitler, or a crazy as a pet coon, “DrWeiss” would have proved nothing about the truth of what I said in my letter to the editor, or in the lawsuit whose filing I published on the internet.  Neither would the fact – perhaps exaggerated just a bit – that he “almost fell out of my chair laughing” do anything to disprove “#37” (it’s on Truthout.com and my own website, http://www.judoknighterrant.com/ www.judoknighterrant.com).  The fallacies there are several – poisoning the well, ad ridiculum, ad numeram, and others; and, of course, ad hominem (where would this sort be without good, old ad hominem?). "#37" happened, I can prove it (I was ready to do so in court, after all), and I have both identified the assailant andknow how to find him - a subpoena to the agency who employed him.

Oh, and as to wasting the taxpayer’s money, we’ll let the laboratories I have sent water samples to determine whether I do the taxpayers a disservice or not.  That seems fair, doesn’t it, “DrWeiss?”  And by all means, have a drink of Gulf Aquifer water – we’ll have your kidneys for evidence, too.  That should do the taxpayers a service, huh?

How stupid are we, Rick Shenkman?  Pretty damned stupid – and on that account pretty damned dead as a nation.

A mysterious vacation

It has been some time since I have last written. You may have wondered where I have been. Then again, you may not have. But I will tell you just the same. I have been with my compatriot, Shawn Clark, in Zanzibar, island of mystery and intrigue.

I cannot tell you exactly what mystery and intrigue we have been up to, but I can tell you it was very mysterious and intriguious. All I can say is that the trip involved diamonds, the belly of a whale, a trained killer dolphin, the deadly yet exciting and lovely Tatiana (who is covered in dueling scars) and our intrepid guide and friend, Mustafa.

Oh, Mustafa. We will miss you. I will never be able to dislodge your terrible, gruesome, most hideous death from my mind. It was horrible, yet strangely funny. I didn’t know those things would try and mate with humans. I really didn’t.

I will always remember one of the last things you said to me, my friend: “When you sleep, I will kill you.”

This week in history

I have decided this week to educate all interested readers about history.

The reason for this is quite simple: Because of the heavy emphasis on science in our public schools, children are not getting a strong enough foundation is history. For example, I recently asked a first-grader to explain how a reaction against modernity became one of the defining characteristic of the Progressive Era. He could not answer and began to cry because I would not return his bike.

Shameful.

History is important to all cultures because I said so.

The not-famous Roman historian Cletus once wrote, “History is stuff what already happened.” The strength and clarity of that statement stands on its own merit and still has value today.

So, periodically (when I am not battling an array of personal demons), I will be discussing major events in history for that week.

Our first discussion concerns George Washington who, on July 23, 1775, took control of the Continental Army in its fledgling fight against Britain.

There has been much discussion concerning the reasons the colonies rebelled against the Mother Country. Some historians will say it was born from a frustration among the colonist against a distant and unconcerned government. Still others will insist that the break was due to a natural separation that came with the continually growing colonies that had developed their own culture, identity and political systems. The real reason that the colonies broke from the crown, however, is because the British were not Americans.

When Washington took over the Continental forces, they were a force in disarray. The army was made up almost entirely of hillbillies, lepers, men with syphilis and an entire squad of sheep (who, it must be noted, fought bravely in the Battle of That House Down the Street No Not That One The Other One).

After surprising the British forces with their fierce resistance at Lexington and Concord, and Breeds Hill, the colonists had a major setback at the Battle of Mr. Glenn’s Barn where a force of 2,000 militiamen attacked a single cow. The losses were devastating.

After inspecting his “troops” for the first time, Washington sent a letter to Congress that read, “What the hell?”

Washington, who would later become a state, decided that his troops desperately needed training in basic military maneuvers. The first week of training saw 133 fatalities, as some of the soldiers hadn’t yet learned which way “the pointy end” of the gun went.

The general then decided that best way to turn his motley and incredibly stupid soldiers into a viable army was to make them wear blue. Discipline improved somewhat, but the new army suffered a humiliating defeat at the hands of one-armed orphans at the Battle of Somewhere Over There. The strategy laid out was a simple flanking maneuver that should have been successful, but many of the soldiers forgot what they were supposed to do and ended up aimlessly wandering around in an open field. The orphans won the battle 17-6.

Washington had a tough decision to make. He immediately needed an effective army to take on the most powerful military on the planet. The general decided to fire his army, except the sheep, and replace them with Mexican and Latin American fighters who would fight longer and at less pay.

The rest, as they say, is history.

The interesting thing about the Battle of Somewhere Over There is that the final outcome would have been much closer if any of Washington's men could consistently hit free throws.

I would like some more clarification on one or two more points if you could enlighten me Mr.President......hmmmmm I seemed to have forgot where I was going with that.I'll keep you posted as events warrent.Did Washington ever eat liver?Cause if he did I think that would make many if not all of his actions justified.....in my opinion.

This is no flirtation with some off-color joke. It is, however, about a snake in a guy's pants.That would be me, and exactly what happened. And believe me, ladies and gentlemen, a snake in your pants demands immediate attention. Funny? Maybe. If it's someone else's pants. Let me start from the beginning.My attitude toward backyard nature has become for the most part, can't we all get along? Except for non-squirrel rodents and, if it starts hanging around, the large hawk that swooped low past the den windows recently and caused concern for the safety of our 8-pound geriatric poodle.This magnanimity - perhaps resignation is a more accurate word - extends to squirrels now relentlessly raiding the pecan tree. I tried to run them off from the spring tomatoes but they prevailed. So with the nuts, rather than match wits and lose again, I figure we can share what appears to be a healthy crop.Likewise, the passive attitude extends to even the birds that poop on cars under the carport and to small snakes. In more than 40 years, no lethal-looking reptile has been spotted on the premises.Which brings us back to the snake in the pants. Thinner than a pencil and six or so inches long, it showed up on the covered patio the other day. Stretched out as it was, it first looked to be dead. But it wiggled to life as I took a flyswatter and gently nudged it into a nearby flowerbed.I identified it as a grass snake. But it actually may have been a Texas brown snake or some other breed. It positively was brown-colored and a snake; I have intimate knowledge of that.Anyway, while tossing the wayward snake into the flowerbed I remember thinking, as a good-deed doer, that it fared better than the last of its species I came across. That last one had been under assault by a large, black grackle. The snake was no match and flew away for dinner dangling from the bird's mean beak.I gave no further thought to snakes and went about work in my usual attire. There's a pair of old, baggy shorts for wear in the yard. Don't wash them as often as regular clothes; just drape them on a patio chair to air out for next time.The next time came a day later. I grabbed up the shorts and went inside to change into them and a matching T-shirt.Shortly after climbing into the shorts before heading for the back door, came this cool tickling sensation in my pants. From ticklish it became squirmy. I became squeamy.One good thing about those old shorts - there're quick to get out of. I did so in record time, and onto the carpet tumbled the snake. It too seemed panicked.Fortunately for us both, it slithered to a corner and I put a chokehold on it and secured it in a plastic bag. Back in my pants - cautiously - I set the snake free in another, more remote flowerbed.What possessed it to hide in my pants in the first place? Probably some deep-seated character flaw, although I haven't consulted a snake psychiatrist.How do I know the snake in the pants was the same one I first flipped off the patio? Only circumstantial evidence, but if not the same it was an evil twin.Shake your shorts out, home gardeners.
