Think outside "The Book"

Some of you may recall how close the St. Peter's Lutheran Church is to the proposed uranium mining site in Goliad.After pointing this out to both EPA and TCEQ, the responses I got from each of these agencies were quite different.EPA says "A key component of our evaluation of an aquifer exemption request would be the presence of domestic and/or public water supply wells in the area and the potential impacts on these wells from mining operations."TCEQ says "However, whether or not the church is designated as a public water supply does not change the information considered in an application for an area permit for an in situ uranium mine or an aquifer exemption."It then occurred to me that it's "the book" that's dictating these things, not human compassion or common sense. Mr. Klotzman from Victoria recently suggested that we should leave these people alone and let them do their job. Well, they are doing their job as "the book" defines it. The closest analogy I can think of is Planet of the Apes. The orangutan elders knew very well that their "book" contained erroneous information, but yet they preached the "book" as if it were gospel truth, knowing deep inside that it was a conglomeration of lies.So, what is the big deal? Goliad is not Victoria so why worry? Well, if this uranium mine is approved in Goliad County, logic suggests that the mining will migrate quickly into Victoria County. Weren't we just having a county-wide conversation regarding ground water, and how the City will ultimately rely upon ground water (again) in the event of a draught? How will the City remove radium and arsenic from the drinking water if a plume escapes and heads our way? Is this not of concern?Very specific conditions regarding chemical balance, eH, pH, temperature, etc. were required for the uranium to deposit when and where it did, and once it's released, will it become "reduced" to its original state in a few days or weeks, or even a few years? Will it precipitate within feet, yards or miles away? It may have taken hundreds of thousands of years for this uranium to precipitate and turn solid. How long will it take for this to occur again? Nobody knows. Only speculation and theories.Contrary to popular belief, Goliad is not in the middle of the South Pacific Ocean somewhere, but only a few short miles away from downtown Victoria. Get ready...here it comes.

If for no other reason, do NOT permit circumstance to allow for thought, any representation of carelessness. I do NOT take the position on incomplete research or possibility of error. I do not represent the characteristics of human error where Safety is less profound to allow personal influences over natural environmental fact. I am unique, I do not care what rumor or background dictate, in as much as enough facts are present. I have witnessed this carelessness in its' very real existence, in official levels of oppression, & I can not say, that I allow for the instance, other than for educational purposes. I am not easily persuaded. And I am this way for a reason. If there isn't the opportunity to establish a presence of reality in a proposed domain, that can sustain life. I am cautious before the representation of danger against any instantaneous outcome that chooses to enhance its awareness, without regard to SAFETY. My hope is that I express sincerity in reason, that citizens are fully informed about procedures that can be misrepresented, and to clarify the GOD given right to justify this cause for expression. For I am MAN, and in his behalf, for wholesomeness in promoting a caring and generous heart, GOD enhances the Blessings to those that promote such, by the Grace of a women. Do Not blame it on anything, other than your own insecurity and inability to accomplish this understanding. Go Forth & Multiply, in this, demise, extinguish the improperness of the fruit, that is offered, and obtain the plentiful ness in the salvation for yourselves, which is not just worthy, but compassionate for all. Take no other need but to be generous. Give that which no man can take away, and in this, you will become a presence of mind, that satisfies the Love for Mankind in Life & in GODs' hand, your work will pay in the form of appreciation, there you will the proceeds to benefit, that which you produce, in number or as one, the toil on a foundation, represents good character in personal appearance, see the good, and surround your self with it, and what you build, will become more than confidence, it will become your future. I do not justify those that imply magnetic appeal to such representation, for it is merely that which lacks, the value of this balance, and unfairly promote insecurities, which defray the overall energy present, toward an advancement or in hope of true potential or kinetic theory. As description to convenience, ones whom rest on their laurel, soon discover the past is far ahead.Thank You

Legislature will wade into water feuds

Aligning production and transfer permits is critical to the long term financing of water and creating functioning markets. Legislators need to take care to protect property rights of ground water owners. We ground water owners consciously and specifically purchased land with uniquely valuable locations above an aquifer. This is not the State's or the communities or the peoples water. It is the property owners water. Water Districts have the right to regulate with fair and impartial rules - but - they do NOT have the right to take water from one property owner and give it to another. If government needs water, they may purchase it from those with the foresight or good fortune to have water. Individuals and the market will determine who gets water and how it is used. We don't live in Russia!

A cowboy named Robin was overseeing his herd in a remote pasture in South Texas when suddenly a brand-new BMW advanced out of a dust cloud towards him.

The driver, a young man in a Brioni suit, Gucci shoes, Ray Ban sunglasses and a YSL tie, leans out the window and asks the cowboy, 'If I tell you exactly how many cows and calves you have in your herd, will you give me a calf?'

Robin looks at the man, obviously a yuppie, then looks at his peacefully grazing herd and calmly answers, 'Sure, Why not?'

The yuppie parks his car, whips out his Dell notebook computer, connects it to his Cingular RAZR V3 cell phone, and surfs to a NASA page on the Internet, where he calls up a GPS satellite to get an exact fix on his location which he then feeds to another NASA satellite that scans the area in an ultra-high-resolution photo.

The young man then opens the digital photo in Adobe Photoshop and exports it to an image processing facility in Hamburg , Germany .

Within seconds, he receives an email on his Palm Pilot that the image has been processed and the data stored. He then accesses a MS-SQL database through an ODBC connected Excel spreadsheet with email on his Blackberry and, after a few minutes, receives a response.

Finally, he prints out a full-color, 150-page report on his hi-tech, miniaturized HP LaserJet printer and finally turns to the cowboy and says, 'You have exactly 1,586 cows and calves.'

'That's right. Well, I guess you can take one of my calves,' says Robin.

He watches the young man select one of the animals and looks on amused as the young man stuffs it into the trunk of his car.

Then Robin says to the young man, 'Hey, if I can tell you exactly what your business is, will you give me back my calf?'

The young man thinks about it for a second and then says, 'Okay, why not?'

'You're a Congressman for the U.S. Government', says Robin.

'Wow! That's correct,' says the yuppie, 'but how did you guess that?'

'No guessing required,' answered the cowboy. 'You showed up here even though nobody called you; you want to get paid for an answer I already knew, to a question I never asked. You tried to show me how much smarter than me you are; and you don't know a thing about cows... this is a herd of sheep...

'Now give me back my dog.'

In the World most only perceived as illogical, there lived and troubled the tribulation upon GOD. GOD, in all, found the constant bickering between Jesus and the Devil, to be demoralizing and childish, and explained to them both, because, and in fore lack of your purpose, you two cant' acquaint your actions in a way that could be obviously challenged, or as construed to answer to timely reason, the complexity of your self ego's, I'll lay out this doctrine. And In that, GOD summoned the Order, for a contest to announce the overall, Universal Greatest, which would be for all times sake, the Ruler & Wisest
Over All the Universe, never again to be non evident as the Authority where concepts of computing were questioned. In the hope, both would grow outward, and reach in agreement, as GOD deemed, the contest was to be a 4 hour challenge that ranged in areas I can't describe fully in detail here, but overall, very thorough and complete in context to challenge computer skills, un perceivably complex.

The challenge was presented them, and they were given the choice to compete. They agreed.

The two were ordered to the council of eGO, where it was a known fact, the Lord held trials over debates of authority, and licensing.

Once they arrived, the timing and rules were explained, that after the answers were tallied to the summation for their considerate emulation on computing, as in the computer guide to scoring, bits by exalted error to truth, the final calculation would be nor contestable, as a reminder. Never to be impartial, The Lord resigned to quarters fore controls sake. The biggest Olympic style contest of the Universe ever perceived, was moments from making History of one or the other.

On your mark, get set, Ready, GO. It was heard all over the galaxy, the command to begin, was given.

The two contestants, Jesus, and the Devil, were immediately lighting the keyboards on fire in their enthusiasm. The mice were going so fast, it was conceivable they were moved in powers of (limbetal uthaniasm)*, motioned by the concentration and forced by their minds. It was an impeccable, relentless work, that was witnessed, as the two seemingly, inundated one another for position. Jesus watched, quickly glancing over at the Devil, trying to keep pace with the Devils progress, and back n' forth, they streamlined their coding theories into the development on the questionnaires.

Sweat was pouring from them both, as they each vigorously fought the pace, with every being of their soul, to devour question by question, as they contemplated, themselves becoming enriched with the favor of Universal Authority. They passed areas of pain, never perceived by mankind, in each individual keystroke & mouse movement. Reverence was so engineered into their very bodily functions, upon instantaneous combustion, it was evident, the only reason, that either of them would slow down. They proceeded so fast, that the two of them, even though GOD had created separate universes for each to be in, their immense electro-mechanical kinetic energy, created a severe storm, in the Heavens.

All of a sudden, the Power went off, as a result of the conflicting energies, and a surge, unlike anything we could live through, bolted back on the power. So swiftly, it seemed to never had happened. In the ensuing passion, the two contestants, heard the voice of GOD, at that instance, STOP WORK. The competition is over, and the answers will be calculated and tallied from both CPU's. ordering each to back away from there command posts, and the contest finalized. Jesus and the Devil, looked at each other in amazement, what was he thinking the Devil shouted, as he saw his screen, go out and come back on blank, unfair he protested, as a result after the intense storm brought on by the argument, downed his work. He glanced over at Jesus to see him relaxed and smiling, and loudly protested in a sarcastic tone, to GOD, what's he so happy about, we did all that for nothing.

Awe, but, said the Lord, Jesus' data is in tack. HOW the Hell, could that be, claimed the Devil, questioning the result.

Explanation of the Rule of Capture: Information obtained from an April 2004 groundwater conference in San Antonio. The Rule of Capture was established in 1904 by the Texas Supreme Court case, Houston & Texas Railway Co. v. East, 98 Tex. 146, 81 S.W. 279 (1904). Harry Grant Potter, III defined the Rule of Capture and explained that, "without willful waste, landowners have the right to take all the water they can capture under their land and do whatever they want with it, and they will not be liable to their neighboring landowners even if they deprive their neighbors of the water's use." The Rule of Capture also deprives Texas landowners of a legal remedy for the dewatering of their wells by their neighbors. Since its adoption 100 years ago, the rule of capture has been widely criticized, and today, Texas stands as the only western state that continues to follow it. C.E. Williams discussed the lack of science used in the Rule of Capture, "During the last century, groundwater was said to be 'mysterious and occult' because of the lack of knowledge about geology and hydrology of the aquifers. Today, science is much more advanced, and many resources are available for groundwater district boards to make informed management decisions."
